Goetia is working with the spirits of the air. The powers of the air are perhaps universally seen as messengers and sources of inspiration. The Goetic spirits exist under heaven alongside our kind. Goetic beings are border line incarnate, but alien to much of what we might consider the material experience. Those “memory” haunts you hear ghost hunters talking about are goetic elementals.
They precede us. We have our own identities despite ourselves, and we have free will, but that came about after the establishment of their realm as a whole. We don’t yet use it very much or very well, but we are meant to.
