Portals are more of a natural phenomenon than a tool or technology. So I have to ask, what would you want to use a portal for?

Travel? They serve as loci for probability shifting, communication, and energy exchange, mostly.

How does one shift probability? Energy fills the mold of space. Any event occurs in the context of a spatial footprint. Change the container, the energy has to flow differently. Something that would have happened on a different earth, instead happens here.

Where are the probabilities in that? Energy, the potential for work to occur, behaves not according to some innate nature in itself, but according to a complex of influences through which it passes, is exchanged, said to convert or transform. The apparent conversion is really just the wake left by a probability shift. Like the wake left by a passing boat, the energy moved down its dimensional line.

So really, in the virtual space created by our brains, our perception of the world around us, what we are seeing is energy moving like light along a fiber optic line. In that moment, it gives the impression of looking like a grilled cheese sandwich, but many energies led up to the sandwich event and many things will happen after it using the same energies.

Conservation of energy? Yes, on a probability scale, conserves the integrity of space. Nothing can disappear. Space only appears to have holes, these portals, and our perception and cognition are effected by them as much as our health is.

Aren’t the portals overlaps between two 3D spaces? Ah no, they are multiplexed nexi linking many spatial threads. This is why physical transition is so rare and why we haven’t yet accomplished any such thing deliberately, though there is a scientist who feels we will achieve time travel within the century.

Is a spatial thread the world line of a 3D universe? It’s more like a single element of a 3D space, like the fibers that form when a cell undergoes mitosis, or the connective tissue between cells in a human organ. There are of course differing degrees of permeability. This is why consciousness can cross so easily, but bodies rarely do. The matter and energy of our world act like a synapse between universes.
